A 17-year-old Kalamazoo man will be charged with two 15-year felonies in connection with the death of a Paw Paw woman whose car he hit Saturday night in Portage during a police pursuit.
David Michael Mills will be charged with first degree fleeing and eluding and also with driving without a license causing death, Kalamazoo County Prosecutor Jeff Getting said Monday afternoon, Jan. 11.
Getting would not say what may have prompted Mills to take off from an attempted traffic stop, but said he has asked police for more information that may result in further charges against Mills.
Three Portage police cruisers attempted to stop the Crown Victoria Mills was driving after he reportedly fled from Kalamazoo police Saturday night. The pursuit ended when the car Mills was driving crashed into a car exiting a strip mall, killing the 33-year-old Paw Paw woman who was attempting to pull onto Oakland Drive.
Portage Department of Public Safety Deputy Chief Nick Armold said authorities are not yet confirming the identity of the the victim until they are sure a blood relative has been notified of her death. She was pronounced dead at the scene in the 7900 block of Oakland Drive.
Mills and his 16-year-old female passenger, whose name has not been released, were not seriously injured in the crash, though the girl was taken to the hospital to be checked since police were not able to locate her family following the incident, Armold said.
Portage officers began the pursuit at shortly after 9:15 p.m., when a Crown Victoria matching the description of car that had just fled a Kalamazoo traffic stop passed a Portage officer in a parking lot near the intersection of South Westnedge Avenue and Kilgore Road.
That officer immediately activated his siren and overhead emergency lights, but the driver continued driving west on Kilgore Road and then south on Oakland Drive, Armold said.
A second Portage officer got behind the car at Milham, again activated lights and siren, but still the driver failed to pull over, he said.
At Oakland Drive and Schuring Road, a third Portage officer tried to throw stop sticks in the car's path, but they failed to work, Armold said.The driver continued southbound on Oakland Drive until the fatal collision at Centre Avenue near a strip mall containing the Full City Cafe and Papa Murphy's Take-Out Pizza on the west side.
Both the driver and passenger were taken into custody.
Although the two Portage cruisers had lights and sirens activated through the pursuit, they were at about Shuring Road at the time of the crash, Armold said.
The crash is being investigated by Michigan State Police, Armold said.He said that Mills, who did not have a driver's license, told police the reason he did not pull over, but that detail is not being released until a decision about charges is reached, Armold said.
Our hearts and thoughts go out to the family," he said, "and we wish the young man would have made a different decision and this could have been avoided."
Armold said every pursuit in the department triggers an administrative review, a process that is likely to take a few weeks in this case to complete.
