Jerry Allen Boots, 19, of 206 Boots Lane, was charged Monday with DUI and underage possession or consumption of alcohol after an accident about 3:15 a.m. Aug. 14, along Fifth Street, Ellwood City. In a criminal complaint filed with District Judge Jerry G. Cartwright, Ellwood City police said Boots lost control of a vehicle and struck a parked vehicle along Fifth Street and drove away without attempting to contact the vehicle's owner. Testing indicated that Boots' blood-alcohol level was 0.159 percent, well above the state's intoxicated driving standard of 0.02 percent for drivers younger than 21.
